Base sequencer, safe and finalized blocks: which one counts as spent

GetAgentCap team · published 10/2/2026

Base is an OP Stack rollup. Its RPC exposes three views of the chain head. Picking the wrong one makes a spend dashboard either jumpy or slow.

Three block tags

OP Stack nodes accept the block tags latest (unsafe), safe and finalized. Unsafe blocks come straight from the sequencer. Safe blocks have been derived from batch data posted to Ethereum. Finalized blocks are derived from L1 data that Ethereum has itself finalized.

Each tag trades speed for certainty. Unsafe shows up within seconds. Finalized arrives much later.

What can change in an unsafe block

Until its data lands on L1, an unsafe block is just the sequencer's promise. If the sequencer's view and the L1-derived chain disagree, nodes reorg back to the derived chain.

This is uncommon in practice, but it is the reason unsafe data should not be treated as final accounting.

Safe versus finalized

A safe block can still change if the L1 blocks that carry its data are reorganised before Ethereum finalizes them. A finalized block would need an Ethereum finality failure to revert.

For most bookkeeping, finalized is the right line. For alerts, waiting for finalized is often too slow.

How we use the tags

We show recent transfers quickly so alerts fire early, and mark them pending until they reach a finalized block. Monthly totals and exports use finalized data only.

If a pending transfer disappears because of a reorg, it drops off rather than leaving a ghost entry in your totals.

Sequencer downtime

If the Base sequencer stops, no new unsafe blocks are produced, and agent payments over x402 stall. Transactions can still be forced in through Ethereum, but that path is slow and agents rarely use it.

A flat line on your spend chart during an outage is a missing feed, not a quiet agent. Check the chain status before you read it as savings.

Practical checklist

Use finalized for anything that reaches your books. Use latest for alerts, but label it provisional.

Record which tag your numbers came from, so a later reconciliation can explain any differences.
